I am looking for a way to brew in the basement (Since we do not have a garage and the weather does not always cooperate.)

Most of the electrical options I've researched received mixed reviews and I do not think there is a safe Propane based option.

Any thoughts or suggestions?

Very nice! I'm not sure I have the skills (or attention span) to pull that off.
Boiling is the hardest part of going all electric. I have brewed in the basement with my RIMS system for the mash tun and an electric HLT from Minibrew. There is a one inch fitting for a water heater element on the back and a 1/2 inch fitting on the front for a thermowell. Just hook it up to a temperature controller (I didn't use a solid state relay as suggested on the site and it worked fine). It takes a while to heat up (compared to propane, but works well). To boil I brought the wort up to the back porch where I had my propane burner. If you want to go this direction for the HLT, I will let you borrow what I have to try it out.
