I brewed a few weeks ago and put an ale into a corny keg.  It's at 35F and 9psi.  I had it there for 5 days or so, and it had only a few fat bubbles in it when a pint was poured.  I allowed it to sit at 9psi for four additional days and now it spits out of the keg with a ton of tiny bubbles that dissapate very quickly, making for a lot of head but it appears to be uncarbonated underneath.

 

Does 9 days under those conditions mean it's most likely overcarbonated and I missed some magical window at which I should have stopped and consumed the brew?

Sounds like you need to Balance your Kegerator. You want the PSI at the faucet to be about 2 PSI. How this is done is by the length of tubing you have. You lose about 2 PSI per foot of tubing. So at 9 PSI in the tank, you need about 4 PSI of tubing. If your tubing is too short, then you will blow off a big head. If it is too long, it will pour to slow. It may be good to have a couple lengths of tubing pre-cut for different styles of Beer.
So, I tried a 6 ft length of tubing, and left it at 9psi. Again a lot of head on top but this time it had a few small lazy bubbles underneath. Perhaps it's undercarbonated, and I could allow it to rest in the keg at 9psi for the rest of the week and it'll be carbonated afterwards.
Looks like you've got it about right (assuming you're using 3/16" beer line). Make sure when you pour that you've got the tap wide open. My wife thinks she'll get a better pour if she goes slow by opening the tap a 1/4 way... she always ends up with a glass full of foam.

When I first got my kegerator I over-carbed a keg of Sierra Nevada. I'd get a huge head and, because all the gas came out of solution the beer tasted flat. I kept bumping up the pressure to fix my "flat" beer and ended up just pouring full pints of foam.

I've got it down pretty good now but If I ever have trouble balancing my keg, the first thing I do is figure out if the carbonation level is right. I do this by turning off the gas and venting the keg. Once there's no pressure, I open the tap and turn the gas on slowly. I'll fill a glass very slowly so I don't get any foam and then I'll taste to see what needs adjusting.
