Anyone have any thoughts on how to rig up a switch that would automatically cut power to the heating element in an HLT when the water drops below a certain level (to avoid accidently dry firing the element and burning it out?"

Nice, you beat me to it.. I was looking for the old supply company I used to use in my old line of work, but couldn't remember their name..
A float switch similar to the type a sump has on it? I'm not sure of food safety when using those types of switches, but I'll try to think it over during my next mug of beer.
I was just thinking about cutting power, but..............
Already have that setup for the temp controller.
